About the HHSCC

The Health and Human Services Coordinating Council for Pinellas County (HHSCC) works to improve the health and human services system in Pinellas County. The HHSCC has three components: a Policy Board, an Administrative Forum, and several Public Management Networks. The Policy Board provides policy direction, support and resources to guide and facilitate the work of the HHSCC; to set policy and determine local discretionary funding in the context of overall community priorities, needs and direction. The Administrative Forum provides the systems perspective of administrators who are responsible for the administration of institutional systems which act as funders and major public institutions that contain within themselves policy making, system administration and service functions. The Public Management Networks coordinate service providers and stakeholders in order to exchange information and ideas, educate the community, conduct research, develop strategies and provide recommendations to the Policy Board.

HHSCC Funding Study: An Analysis of Health and Human Services Funding in Pinellas County for FY 2005-06

The study, an initiative identified in the initial HHSCC work plan, examined funding sources and mechanisms supporting the delivery of health and human services in Pinellas County. Specifically, the study was designed to answer the following questions:

What are the sources of public funding directed to health and human services in

the county?

For a designated financial period, what is the amount of public funding in total

and broken out by population and program types?

How are funds from the various sources leveraged, linked, or dependent upon

one another?

Continutity of Operations Planning (COOP)

Considerable advance planning and preparation are needed to ensure that human service agencies are able to continue providing essential functions and priority services at the earliest opportunity, in a coordinated, efficient manner, following a major disaster. HHSCC Collaborative Engagement

On October 30, 2007, a representative group of HHSCC stakeholders met at the SPC Collaborative Labs to:

1. Clarify the relationships across the various components of the HHSCC,

particularly with regard to the role of each group and the expectations they have

of each other.

2. Use this information to develop organizational protocols for the groups to work

together, such as:

- Development of community plans,

- Funding & resource requests,

- Procedures for dealing with competing priorities, and

- Data-driven decision-making. 

3. Determine how priorities and strategies are identified in the Networks and

communicated to the Administrative Forum and the Policy Board.

Disaster Recovery Leadership Network (DRLN) Collaborative Engagement

On December 6, 2007 the DRLN met at the SPC Collaborative Labs to:

1. Clarify stakeholder expectations of each other in the response and recovery
phases of a disaster, with a focus on communications,

2. Identify resources needed to meet the communications requirements, and

3. Determine requisite action items needed to be completed by 3/31/08.
